Will my provisional license arrive in time?

I am changing my driving license address (UK), at the DVLA office they said I should receive it in 3 weeks, however my driving test is in just under 3 weeks. It annoys me because online they said It would only take 2 weeks. Like is that a maximum, will I have to postpone my driving test? FML if I have.
