Is she messing me around?

I randomly swapped numbers with a bird a few weeks ago. Since then we've been texting and talking a lot, but have yet to meet up for an evening. She's a single mum so has many constraints on her time so I suppose it's understandable. Before this evening, we had arranged five times to meet, and each time she postponed or cancelled... either she had a migraine, her son was misbehaving, her nan was about to visit, &c.. Then this evening we were due to meet at her flat, and for once she didn't cancel... but after five minutes or so of knocking on the door a few times I got a text to say 'I'm not home'. When I asked how she'd've felt if I'd done that to her she replied 'technically I've done nothing wrong'. All she had to do was tell me we couldn't meet and I'd've understood... but not only did she not do that, she didn't even apologize properly. Still, it must be hard work being a single mum, and she says she has bipolar and anxiety disorder, so I should expect a bit of sketchiness... should I be more understanding or is this bird messing me around?
