Are women forcing pink dress/nails on their young sons guilty of emotional abuse?

There was this news about some lady painting her sons nail and that too pink, it was all over the news, some fashion mag or something. Are these women who force/encourage girly stuff on the young impressionable minds of their sons guilty of abuse, can the father do something about this? What kind of a mother would do such a thing?
