Should charges be dropped against the WI teacher since she "was never going to actually do it"?

Make a boatload of death threats, get caught, then say "yeah it's me but I was never going to do it.". Is that good enough to let her go free to go back to teaching impressionable young minds? Should that be good enough for the families of the targets who had sleepless nights?
